Unless his infinite and undefined powers include altering minds, like Nero's do, there's nothing he could have done to prevent a release of Eve's power.  I guess if they also include surveillance then you're very right about his spells alerting him if anything happened, but then again, if anything happened, the Doma Flau might have been a graveyard.

Nero's an asshole in the way he deals with it, but he does also want the best for Eve.  Perhaps both are wrong in thinking poorly of the other.  Nero, however, has been thought of poorly his whole life, so he doesn't much care.
