In exchange for money, weapons, and agricultural subsides, we ask in return to install three United States military bases in northern Italy. Two of these bases would be turned over to the Italian Republic at a later date, when they have the manpower to properly staff it. If you find this proposal agreeable, please contact Ambassador Dunn in Rome to open preliminary negotiations. Secretary Acheson and his staff can be there within three days time to carry out full negotiations on behalf of the White House.
