Basicly he's amused by Max. He's reminding the Hermit that he owes a tithe, or tax, for being allowed to enter Fall Court lands. He's also giving the Hermit more time to do so, just so he does pay it before he leaves. Since he's sensing that there's a problem he's ordering them both to come to him before they shed blood. And he's reminding to Duchess the Hermit is allowed free passage and to harm him is not a good idea.
