It's the Rogue's stealth maniac. Some characters, typically rogues, would have the ability to detect other players, stealth, or even both. Moon Rider being a Rogue Class has a few feats and abilities allowing her to stealth from others, including enemy radar. Otherwise everyone has to rely on good old fashion senses.
