[@clericbeast]If they are pure frenemies, then you can expect Rui to rat Scout out if it is beneficial for Rui to do so. I image they would occasionally have brawls, because they pissed each other off enough too.

If they’re more friends than frenemies, then Rui will most definitely give Scout an alibi if zhe is able to and wouldn’t rat Scout out no matter what. But they probably wouldn't brawl… well, if Scout requests a whipping session, then Rui would bring out the whip, but that’s about it.
