Only with a Pardon Letter from a Guild Master. Or dying while outlaw. You can hold onto your Outlaw Declaration and use it later, but once youb use it you can't lose your status until death or forgiveness. And one can only get Pardon Letters from the Guild Master, specifically for that Outlaw. This is usually the case for Guild-Sanctioned Assassins, who would have their players become outlaws to assassinate other players outside of a guild wars, then pop the pardon so they could escape retribution against non-outlaw loyalist of their enemies. And yes, Sweepers do use Outlaw Declarations on the job sometimes. Usually they don't, but they can if their target isn't going outlaw at the moment.
