You need the Outlaw Declaration to do damage against another player as well as affect them with non-support skills, but yes, that's possible. Arms Slave could grapple Flan if he's within arm's reach, but he won't be able to harm her, nor could he affect her with the Chain Catch unless she's his enemy. This allows for violent slapstick.
