This can be taking care of often enough. I've only went out and bought one OS in my entire life, the rest was either borrowed (pour one out for the good ol' days) or reused. The positive about building your own is that you can custom-chose each part that goes in, and you get more bang-for-your buck (at least as far as I can tell.). Just takes bit of work, and researching.
When I talked to my cousin about building a new computer - this back before I got my current rig - he advised against it as it doesn't offer any real advantages. Or at least to a plebian such as myself, when he got out of the Army he went into the computer world so he'd be over-all more knowledgable; but he still advised against it. Even at a cost perspective you may still have to go out and buy an operating system to run the thing on and when I was thinking of it no one had any disks for an OS laying around. And to even have it do what I wanted it to do running Win 2000 would not be an option. So that's where I'm speaking from really.
