There's careless and there's stupid. The only reason you should be able to clean sniper all seven of them before they could even bother to head to cover is if they not only are in an area completely voided of cover (Which is really stupid since they should know that makes them open to snipers) but also AFK. And since their conscience are transferred into Deep Ground, that's not likely. Even if your shots are silenced (Which they're not) they're going to hear the pops of your rifle. And this isn't like in some stealth games were you can kill a enemy right next to his buddy and he wouldn't notice. They'd have to be very, very stupid to just sit around panicking if someone dies.

Now maybe they were careless to go into an open space without cover. But they'd have to be very stupid to stay there as soon as they see their friends drop, unless you're shadow clones can kill all seven of them before they return to the (relative) safety of the city.
