The numbers are there as a general guide, and by the looks of it "average" is a 2-3 (which we can helpfully assume is loosely analogous with humans). A reproduction 1 species either reproduces extremely slowly, in very low numbers, or has a massive infant death rate. Meanwhile, a maximum score of 6 would probably be something rather Von Neumann-like. An "average high" score of 4-5 fits with something like ants, where massive numbers of young are born constantly and raised to maturity.
