Honestly, I'm not really sure what you mean by rarity rules in relation to structure decks. I looked at a number of the more recent ones, and it seemed that all of the new cards in those decks were some sort of rarity. If you could explain what you mean by "Rarity rules", that would probably help me decide.

Edit: Nevermind, I found it. Rarity rules will not be enforced.
