Their are spells for practically everything, I know that for the spells your talking about are classified as powerful spells; which for story's sake I would say that only a powerful witch or coven leader could preform.

It will be difficult into tricking a witch to perform magic outside of the 'spell-locked' zones, but with manipulation influence from a vampire; it could stir up some tension since magic is forbidden outside the zone.
