Absolutely! Recruiting will be reopened (It was closed?) when the city is fully under control and everybody will be more than encouraged to create secondary characters and NPCs to flood the city.

Because this is a pirate hub first and a city second, many...lets say "things that people are unhappy we have" may or may not get into the city very very easily ;)
