Some of them have been much more fallible compared to others. Also universal law of Superman's abilities dictate that while he is "Super" this is a biological factor not supernatural abilities which means that magic is able to effect him. If memory serves the Atlanteans employ powerful water magic. Aquaman's ability to control water stems from the Trident of Posidon, the most powerful magical artifact in Atlantis and possibly the history of the earth. It had enough power in it to seal the God of the Thanagarians in another dimension (that failed due to interference but that's another story). The upshot of which is that the Trident would be able to harm Superman quite severely and since Aquaman is granted near invincibly while in his element I stand by my statement that as long as he was in the Ocean Aquaman could kick Superman's ass.
