And it was Eliyahu Eilat, that experienced, talented diplomat, who managed the Israeli Embassy in Washington DC and oversaw the delicate dance of relationship with the United States, which hosted a strong and wealthy Jewish diaspora community that were the primary charitable contributors to Israel now that the wealth of European Jewry was plundered by the SS during the Holocaust. But the documents he was forwarding were not fundraising documents-- instead, they were forwarded to the desk of Roscoe H. Hillenkoetter, Director of the Central Intelligence Agency and the White House, detailing a proposal. Visitors were sent to the Hill and, of course, to offices in the Cannon and Ford Office buildings, which housed the House of Representatives, and Russell Senate Office building.
