[@LeeRoy]NPCs would seem more likely to me unless I'm misinterpreting Skallagrim a bit. I know he considered them both worthy to participate, but I don't exactly see him answering just anyone's random questions willy nilly unless not many people are trying to talk to him.

An NPC could have seen her while she was traveling to other planets but didn't reveal themselves so she didn't know they saw.
