History: Jusztin Zsaks was born in Hungary long, long ago, and became a vampire in his mid-twenties. Perpetually frozen as a handsome twenty-something, he made the most of his plight by seducing pretty young things into letting him feed on their blood. Fleeing Hungary in the wake of the 1919 Revolution (Communists are pretty good at hunting vampires, it turns out) he changed his name and settled in America, realizing that in this new land the young people he likes wish to be entertained. And so he has opened nightclubs all over the country, a ready source of young people he can discreetly feed upon. With the outing of vampires and other supernatural beings, Justin Xaxx publicly came out as a vampire and embraced the goth community, recognizing that this will net him willing volunteers for him to feed upon. While he is mostly legitimate, Xaxx has the dream of one day making Lochwell a "safe place" for all persecuted supernatural creatures- vampires, werewolves, witches, and so on. If this means the cleansing of the regular humans in the area, so be it- their lives don't matter. Better yet, keep a few as livestock.

Powers/Abilities/Skills/Talents: Xaxx possesses the usual vampire skills: superhuman strength and speed; near-invulnerability; hypnosis; the ability to shapeshift into a bat, wolf, or intangible mist. Being alive for centuries has also enabled him to learn a wide range of practical skills.

He and the Brotherhood are the terrorist of the city, bombings and shoots. ARGO has completely taken responsibility for their actions and plans on shutting them down. So far due to Father Adam's leadership they have not been caught yet.

History: Micheal Johnson was a astronaut who had one mission, Head to Jupiter. His job, along with the five man team, was to head down to the planet and answer all the questions we had about the gas giant. Humans had already been to Mars and Mercury, Jupiter was the next best bet. They entered the planets storming atmosphere and landed on what seemed to be solid surface. They were safe as long as they stayed on the ship, but the moment they got off bacteria from the surface found its way into their suits. The bacteria had made them go into fever and each one had gone critical. Having been exposed the most to the stuff, Micheal, had carried his team back to the ship and gathered the samples. 

Once the took off they exited through the red eye. The tornado had more pressure and radiation in it than any normal tornado, and it affected their cells and enhanced the growth of the bacteria. Once back on Earth they came down with even worse fevers, for an entire week they were sicker than dogs. When he recovered, Micheal had discovered his powers of flight and super strength and invulnerability. He took it upon himself to dawn the Red, Yellow, and White colors and become Captain Power.

History: Jenna was born into a normal family and had a pretty normal life. Atleast it as normal until her 16th birthday. It was then that she met small blue fairy in the park. It was hurt from some kind of fight it looked like. Jenna took the fairy home to help it get better. Once the fairy was able to move around again it introduced it’s self as Tali, a fairy charged to help protect the earth from danger. As it turned out Tali needed a champion that could wield her power in the fight against evil. After hearing this story Jenna offered to help. As a result Tali made Jenna into a magical girl known as Star flora. Ever since Jenna has been fighting evil and sending them to jail. Now a days Jenna also works as a popstar but keeps her identity as Star Flora a secret from the world.

Equipment: Star Rod: Used to cast her magic with.

Star Uniform: This uniform emits a barrier so when she get’s hit she takes no damage however this has been known to fail after a couple of hits.

Powers/Abilities/Skills/Talents: Star Shot: Fires multiple star shaped projectiles at her oppentents that wears them down.
Star Capture: Keeps her enemies from moving after getting hit and surrounded by this attack often in the shape of a star.
Star Beam: Fires a beam of energy at her enemy, this drains her energy rather fast though.
Flight: She can fly and float through the air.
Star Shower: Showed the battle field in falling stars, these are basically a rain of bullets coming from the sky, their just bright and shaped like stars.
Ultimate super awesome star powered Distraction: This is a distraction where she says each of the moves names really loud and long to distract her enemies. It does nothing else.

Weakness: Dark Matter, Being depressed makes her extremely weak.

Relationships: Every single Rouge is her enemy. She was also the one who caught Bloody Rose.

Extra: Jenna is extremely up-beat and peppy. when she goes from civilian to magical girl she also goes through a transformation, which does takes about a minute to complete and she is often covered in light during this process though you can watch the transformation if your close enough to her.

In order to effect a transformation, he must first have a some of the material he wants to create. While touching it, he can then fire an energy beam from his hands, and whatever it hits will be transmuted. The effects are not permanent, and it takes more effort for him to maintain transmutions the longer they go on and the larger the object that has been transmuted.

[b]Equipment:[/b] A number of different materials he can use to fuel his powers, and a jetpack that he uses to fly around the city.

[b]History:[/b] Mike grew up in Lochwell City, revering the heroes who had brought safety. When his powers manifested two years ago, he was taken in by ARGO as a recruit and trained to be a hero. He has recently come of age and graduated to become a fll member of that organisation.

[b]Personality:[/b] Milner is brimming with enthusiasm and will to prove himself. As a new hero he has all the vigor of youth and can’t wait to get started on his first big missions. He wants to earn a place for himself among the greatest names of ARGO. He is confident, if a little rash.

[b]Weakness:[/b] The effectiveness of his powers is limited by the materials he can access, as well as time and size.
Relationships: Mike idolises many of the older heroes of ARGO. They were the legends he was told about as a child, and now that he has the chance to work with them, he is overwhelmed with reverence and admiration.

History: Gavin Hardesty has long harbored a strong sense of obligation and responsibility. After graduating from college, he turned down several high-paying job offers in order to work as a lowly social worker, solely in the hopes of helping people. His family had left him a great deal of money, he didn't need a high-paying job. However, he was soon frustrated by the system and how difficult it was to truly make a difference in people's lives within a bureaucracy. He was particularly embittered by the common phrase "Oh, I wish there was something I could do" and the affected facial expressions used by bureaucrats while denying help to the helpless. Gavin pledged to become the exact opposite- a man who doesn't betray what he thinks or wishes, but instead acts. Thus, Pokerface- his expressionless mask says nothing, his voice is solely in his deeds. Pokerface acts outside the system where Gavin Hardesty cannot. His actions are not limited solely to crimefighting- Pokerface is just as likely to commit to mundane but helpful actions like bringing food to homeless people or helping addicts get counseling.
Equipment: Pokerface wears leather gloves with lead shot sewn into the knuckles, giving his punches extra power. He also carries small pellets that release his option of tear gas or smoke when thrown against a hard surface. He carries lockpicks, a camera, and small listening devices that can be planted.
Powers/Abilities/Skills/Talents: Hardesty is a good (but not great) hand-to-hand fighter, and is trained in stealth and B&E. His main skills, though, lie in his patient and careful detective work. He thinks nothing of long hours of surveillance, and his familiarity with records and paperwork allows him to look through paper trails for anything suspicious. 
Weakness: Pokerface is compassionate to a fault. He will drop everything to help someone in trouble, even if doing so will be to his own disadvantage. He is somewhat naive, trusting in others to keep their word. Finally, he is a normal human being and can be killed as easily as anyone else.
Relationships: He is a trusted member of Vigil.
Extra: He keeps close tabs and surveillance on any major active or inactive supervillain in Lochwell, which is mainly what Vigil considers him useful for.

Species: Reincarnated God(Odin)

History: Brolly was an orphan from a very early age as his parents had both been killed in a crane accident when it fell on them. He was only 8 at the time and was sent to live with his aunt and uncle after they died. Around the age of 12 he discovered that he was much stronger than the average kid when he saved a friend of his from a falling lamp post and was holding it up all on his own. Around the age of 18 he met his familiars, Hugin and Munin, from his past life who informed him of his past life as the Norse God Odin. After this Brolly began to study Norse mythology in great detail, eventually at the age of 26 he became a professor of history or specialized in Norse Mythology. Around that time he also was climbing the ranks as a wrestler eventually winning a belt before he retired to focus on a new hobby. That of a vigilante that became known as Brodin(Bro-Odin) and eventually a Vigil.
Eventually at the age of 28 Hugin and Munin had discovered, the bucket of the Crazed, after a difficult trial Brolly earned the bucket and began using it as a weapon to help fight crime.
Equipment: Bucket of the crazed: This bucket gives Brodin the power to do multiple things, one of them is to intoxicate others by releasing a mist that intoxicates the targets and makes them sluggish. It glows green when the mist is being released and effects all the room or in close proximity to Brodin this includes Brodin himself. The bucket can also be used as a sort of canon as it releases a strong beam of energy at the targets with the ability to incinerate any who is caught by it head on. Brodin has been known to use this bucket as a close range weapon as well by hitting people with it mostly. This bucket also allows him to acting as a jet pack when on his back.
Powers/Abilities/Skills/Talents:
Stronger Drunk: the most intoxicated Brodin is the more powerful he is.
Reincarnated God: Brodin has all the strength of a god as well as much of the resilience.
Hugin and Munin: These two are ravens that tend to be around him normally, he can use them as spies to observe through, they are not meant for combat however. These two also have human forms, along with vast knowledge of Brodins past life as Odin.

Weakness: His eyes are a great weak point of his as when he is blinded he can’t do anything. Also blades tend to make him bleed much like any human.

History: Craftchenco is a cold hard bastard who was designed by ARGO to be the warden of ICF. He was originally used for w[b]-Classified Information-[/b]. After his service with ARGO and helping with the [b]-Classified Information-[/b], he was then re-purposed and re-designed. His programming changing and even being given a AI core that is meant to be humanoid. He is meant to act as a warden for ICF and has only failed his job once.   

Equipment: Electrical Whips, Boosters and Advanced Movement Systems, missiles, stun grenades, Dark Matter Shield, Hidden Dark Matter Blade 

Powers/Abilities/Skills/Talents: Craftchenco was and has always been a prototype, [b]-Classified-[/b] has always been so content with his performance that they never made another. Standing at 7ft, weighting 2 tons, he is a beast. Despite his form he is very agile in combat and can be a big threat. Carrying the same adaptive technology as the prison, his AI core is meant to learn and adapt to how the inmates act the same applies to enemies in battle. He is very strong, with a humanoid frame, he can lift things just like us or even better. He is also equipped with the first dark matter generator.     

Weakness: He is weak to electronic attacks and even has a weak spot which is hidden in the chest of his armor. His big fatal flaw he has is that he has a main source of power behind the chest plate.
