It's not that you have to be connected to a village, it's that I require your character know people and have sufficient drive to DO THINGS. Otherwise you're just a random person wandering around in the middle of nowhere/to villages, with no goals or people/comrades/friends to interact with.

It's harder to start that way, more or less. As a note, Sunagakure needs _actual_ people who are aligned with them and live in the village atm. It'd be very helpful to get some of those people.
