Oh, I [i]knew[/i] I'd forgotten to mention some of those! Yeah, Persia and the Ottomans are certainly on my list. I've also wanted to do the Phillipines, too, but I torn on it because that might want to be left as a City-State for the scenario I'm working on. Still, I guess I could work on it.

As for the Western Communes, I felt like that should definitely stay a City-State because 1. It fits China's UA well, and 2. In a scenario it would make sense. Katanga, I might touch upon. Argentina is similar to the Western Communes in that it fits a different civ's UA better, especially in a scenario.
