Characters that can perceive that much about a character after only meeting them once are rare, and toe the line between a talent and meta-gaming. So they are not all that popular; though I rarely see anyone take into account higher tier also means a boost to a characters intelligence and skill not just their outright power. 



In the mean time, I wonder what the NoW would have as a intro song if it were a show of some kind. :K
