Hm. I could do that, but that means the bonus from strategic resources would have to go; it was made to balance out the unit maintenance, and without that there isn't too much of a purpose.

Perhaps. I gave them a City-State-based UA because of, well, their merger with Ukraine and their conflict with Hungary. Still, I suppose I could change it up.
