They are trapped in immense pain and they are seeking comfort from their leader. They didn't really attack Garnet if you think about it, her emotions was causing the split, the cluster was just holding onto her. The other ones let Connie's Mother take care of them until they felt the presence of Rose's gem. 

Now, think back, remember that the Clusters are made for 'Shattered [b][i]CRYSTAL GEMS[/i][/b]' from the war. They probably want Steven's help, want him to make the pain stop, to heal them but sadly, they are too messed up and not whole. They don't understand that he can't do anything for them. They only attacked when Steven when he blocked them away from himself.
