You can have genetic enhancements. They cost the same as a cybernetic. Just don't make them to outlandish. You won't be wolverine. They are more subtle stuff. Heightened reflexes, adrenaline regulation etc. If you want it to be more then a slight edge, you double the cost for it to give it a additional boost. Say boosted reflexes at six points would make you incredibly quick. But it would leave you with two skills at most xD

Edit 2: AS it is highly illegal. procedures to bolster genetically are highly risky. And you will likely be be reliant of combat stims and other enhancement drugs to keep them in shape.
