Because it can cause earthquakes and was revered in the show as the most powerful or at least the most fearsome fruit in the whole world. The Yami-yami no mi was banned because its powers are ill-defined and has the option to godmod other players by taking away their powers. The gum-gum because I said so for or less. If anyone wanted to fight against a ban it would be the gum gum but its purely because I don't want a luffy in the crew. The magma fruit and light fruit are also banned specifically because there is no way not to be broken with those powers. 

if you don't have a fruit there will be options to gain fruit later in the series. Though there is no guarantee that the fruit you find is going to be any particular fruit.
