I'm afraid that wouldn't quite be in keeping with the lore.

Although what [i]would [/i] be is a Charter mage who specialises in Charter skins.  It would be uncomfortable and one couldn't wear a Charter skin for too long but it allows the wearer to gain traits associated to that animal (for example being a fast swimmer as an otter, becoming smaller using a rat's appearance or being able to dig as a mole).
