Ok, see there are a few problems with your character. It's not completely unworkable but there are some issues. I'm not trying to discourage you, just offering some advice on what I think needs a bit of tweaking. 1. Occupation is meant to be what your character does in the Citadel, not what they used to be. The structure of the federal government has almost completely broken down, so he isn't the head of the CIA anymore. It's also kind of unfeasible for such a young guy to have been the head of the CIA, the government isn't really a meritocracy its all about politics and I doubt any person under thirty, no matter how talented would ever be the director. So your character needs an actual function in the survivor society and a feasible background. They could have been a CIA Agent, but not someone with that much political pull. And how did they end up with the others? 2. Your character's powers are too all over the place. I might not have made it clear before but your character can go in one of four categories: Metahuman, Psionic, Supernatural, Normal. Psionic humans are the only ones who actually have different genes from baseline humans, metahumans basically just develop their powers almost like magic. It's not the Flash where he got his powers in a lab accident, or Superman who was born with powers. The distinction has to be clearer for your character. I stated up front that I don't want random mixing of powers. Your character can have a genius IQ, they can have electric powers, they can have enhanced physical stats. But they can't have all of that at the same time in addition to a robot arm. A character who was born with a genius IQ, superpowers, and only one arm is emblematic of the special snowflake syndrome. You have to choose what powers would make sense working together. Is he a genius with technical skills? Does he have electrokinetic powers? Is he stronger and faster than the average human? You have to choose one power set. Unless your character is supernatural or a Superman expy I'd like to avoid combo platter powers. Those are the things I'd like to be tweaked but again this is just advice not a condemnation and I'm always open to dialogue about this kind of thing.
