It should be fine as long as you're careful. Anubis seems like a fitting name, sufficiently intimidating with some dark imagery. As it stands right now the structure of the Citadel is as follows. The leadership of the Citadel is shared by both Cassandra Patel, a businesswoman who made the whole endeavor possible as well as being a hero and Pariah who organized the survivors into a coherent force. The two of them basically chair a council made up entirely of the former heroes and villains. Each individual is either put in direct charge of a certain area or subordinate to another super. For all intents and purposes even if you don't have any special abilities, as long as you were part of the super-powered crowd beforehand you are placed in a position of power. The two of them make the final decision but if they are split in a course of action a vote by the other supers decides the issue. Each associate of the council can offer their own thoughts or advice. There are several positions: head doctor, head of the patrols, leader of the wall guards, scavenger team leaders, there are all kinds of positions. If any are unfilled by PCs I'll put in my own NPCs. Even if your PC isn't a leader they still hold sway in any committees. The supers hold the power and the Citadel is divided into administrative districts with an elected mundane representative who brings forth any community concerns to the council and handles any internal matters the district might have as long as the council does not take direct authority. Any civilian experts such as scientists, soldiers, and others can give advice to the council but hold no authority that isn't granted to them by the council, mostly Pariah or Cassandra. When it comes to non-combatant staffing it isn't horribly structured, it's usually up to whoever is in charge of that division. When it comes to the militia there are a few different groups: the deputies, the wall guards, and the scavengers. The Citadel Sheriff is in charge of keeping the peace inside the walls and securing important areas, most deputies are either Cassandra's paramilitary forces or former cops. The wall guards maintain the perimeter and watch for any threats and are lead by their own Captain. The scavengers have a Captain who oversees all the teams as well. All of the militia leaders are supers and any lieutenants they appoint are a mix of other supers or normal inhabitants. It's basically a super-powered dictatorship but its worked well in keeping the population alive but of course not everyone is happy about it. As for the metahuman phenomena it started exactly four years prior with Zenith's arrival on the scene and the sudden development of meta-abilities. This is what brought the supernatural and psion humans to light, but people with those abilities have pretty much always been around and were just recently gaining prominence. Hope this is helpful. I'm fine with an enhanced human but I'm a bit unclear on the part about climbing metal structures with weak magnetic fields. Can he stick right to metal? The Citadel is a pretty large corporate complex, there's a series of five story buildings all very modern centered around a thirty story tower. Pretty much all of the offices have been converted to living space and people even set up tents on the roofs.The big fountain near the tower was turned into a fish farm and there was a greenhouse that is now the main farm. There's even a market of sorts to barter and sell goods and a bar that serves home-made brews. There's a library near the tower and the tower itself is the nerve center of the Citadel, the deeper levels hold the cells. It's just over a square mile of space and it's pretty cramped with over ten thousand people, even though there are levels that go underground. Not the best description but there'll be more detail in my intro post. Just trying to give an idea. Each super rates a private apartment in the tower but you can live anywhere there's space pretty much though most prefer to live in the tower. The world will be covered in greater depth but just imagine the modern day world getting turned into a warzone between various factions as storms continue to batter the city and nature starts to reclaim the urban areas, any post-Apocalyptic picture should give a good image. The Citadel is on the fringes of Los Angeles and most of the action will take place in the LA County Area and it's about four years from the start of 2016, so the year 2020.
