[/quote] The Planetary Governor's influence goes fairly high, and because of the sub sector's value to the imperium, he has had regular dealings with a wide number of forces, including the Sister Sororitas and the Adeptus Astartes, both of whom are active the sector atm. The planet, Solaire 2, did have a civil war in the past, in which sizeable number of assassins were sent to assist the governor in suppressing the chaos. Now, with the sector's security having been dwindling the last 20 years, it's not unlikely that he might have picked up on some of his old contacts. While I'll not be too specific(given how absolutely MASSIVE the imperial bureaucracy is), I will say that the Governor has a powerful bureaucratic clout(built up over 400 years), and has been in contact with the Officio Assassinorum in the past. Plus, a lot of our missions are centered around terminating certain individuals. Heck, if you want a twist, you might have your assassin come appearing to aid the task squad, but in truth have another hidden objective, like assassinating some other individual that we might bump into as the squad, or even *drumroll* the Governor himself!
