Master Roshi is dead at this point, the immortality turned out to only be a really long life.  As for knowing Turtle Style techniques, some of those would have been passed on to other fighters, such as through Krillin and Goku's family lines so it is not without reason to think other people could learn them as well.

Ah yes this character, I remembered this from the previous time I tried this roleplay.  I said no at the time but with some changes should be usable.  With what you have put here, there are some decent cons to balance out the strong melee fighting so that's good.  As for the fading into the Void part at first I thought it too powerful but in Dragon Ball when someone runs out of Ki they are dead, so it would be more of an aftereffect, and a decent way to save on times making graves, so I guess it could work like that.  So the only other thing I am not sure about now is the Ultimate Regeneration.
