The rumors are true. CIA agents monitoring the situation in Cuba have indeed confirmed intelligence sources' claims that a change in government is imminent in the country. President Batista and his forces are being routing by revolutionary forces led by Fidel Castro, a former law student with heavy Marxist leanings (SEE NS MEMO #5421198123677 FOR FURTHER DETAILS ON CASTRO) Castro has not tried to hide his dislike of US influence in the Caribbean, and our analyst believe that a successful coup by Castro will lead to a Communist government just ninety miles away from United States shores. As to the rumors of Moscow's involvement in the coup, there seems to be no evidence at this time that the Soviets are involved.

Per your wishes from yesterday's briefing, I spoke to Frank Wisner at the Office of Policy Coordination. He is agreeable to the idea of launching a joint covert mission into Cuba. Tentative codename OPERATION CLOSE SHAVE will be ready to present to you and the Joint Chiefs of Staff by the end of the week. CIA informants inside both the Batista government and revolution have been told to observe and report the information as it progresses. I should have more updates to share with you in the morning.
