[@ravenDivinity]I am not going to impose any limitations on what your characters are going to be capable of. I expect that you will all self-monitor though, and not go too far. 

Characters are going to be on the same level as real mythical heroes (or mythical heroes from other canons). [i]There is probably a reason they have such legends behind them. [/i]

And you absolutely would be allowed to create that character. I would not consider his effort uniting nations as overpowered. As I mentioned before, our characters are literally legendary heroes, and they are legendary for a reason.
