The thing with his mother wasn't actually a scientific advancement, [@Aspen Wren], but instead a magical development. She was taken into custody, along with other different species of lycanthropes, and they had their bodies and genes magically altered. Since it was a fantasy world and Modern day tag I did assume that some of the technology would be up to speck, but nevertheless a magical transformation from werewolf to weretiger is a bit better I find. (And the false Lycan is cool)
