Make a clone character for sure! On the Fury idea though, I don't know. The ban on extraterrestrial flight is more of a military "space is bad" kind of thing than Darkseid lording a blockade over Krypton. Only Kryptonians and clones are on the planet at this point. There might be a Green Lantern in the future though. Keep in mind that all "true Kryptonians" are going to treat the clones like dirt.
