Nope, she is part fox or at least appears to be such. That's why she is the Fox Goddess, cause she looks like a fox. As stated in her bio I wrote :3 

EDIT: it also could be that the people call her that because she lacks any formal surname like the others. Since well all she does is trick people and keep to herself not getting involved with the world.
