1. We will be using the French Republican Calendar, look it up, as for the year, 1910.

2. Great War tech, planes are in their infancy, dreadnoughts are only just coming out, tanks are not real yet, bolt action rifles. I'll allow for people to concentrate on certain things but at the cost of others. i.e. Small army, big navy.

3. We will let other's decide.

4. I will come up with an incentive, anywho, not everyone wants to be a great power or a massive nation and the simple addition of a scale would help put things into perspective.
