Not really. He is actually wheel chair bound and no one has ever seen him in combat let alone use alchemy. As far as Chronos go, they actually have considerable autonomy. They are left to handle things as they see fit. A Chrono can even come into conflict with another Chrono based on what mission they take. The director however does have the power to impede, in certain situations he will assign a very specific mission to a Chrono which has to be followed. He also oversees the over all objectives of A.M.R.O as well as the future direction. Also if you are thinking why hasn't any Chrono tried to usurp the throne. Well there one simple rumor that keeps all Chronos in line. Now all Asylums share a link with their partners. And the links of every pair of Asylum within A.M.R.O forms an entity called a code. The Chronos are the only Alchemists who can directly tap into the code. Let me explain this further. The reason for the link is to connect the sanity of two Asylums. As such if one Asylum is put into the situation of using a level 2 cast, the other Asylum sacrificed his sanity so as to balance the backlash of insannadiction on his partner. Now since Chronos are directly tapped into the code, that means if need be they can not only access any information about any Asylum, they can also draw from an immense pool of sanity. Oh yea. Now this bring me to that rumor. While Chronos can tap into the code, they have no power to influence or manipulate the code. It is rumored that the director of A.M.R.O has the power to manipulate the code. Which means he can theoretically render every Chrono's power void by simply using every single Asylum's sanity to place a barrier on a Chrono's Alchemic drive. They won't be able to sacrifice their sanity to use alchemy.
