[/quote] So, in the UK or US or Canada or wherever else, they should disregard the votes of any immigrants? If the majority of a country's population are immigrants, then the country should be represented by who those immigrants choose. That's a somewhat simplified view, yes, but still, the point of a democratically elected government is to represent the majority of the country's population, not to represent only the traditional inhabitants of that country. EDIT: Note, I'm not saying the majority of the Ukrainian population is Russian, but there's a significant enough portion that (assuming, as per your view, the Russians in Ukraine are responsible for the election of the current party in power) they hold a major sway over the vote.
