Petty entertainers and the like may use it to create wealth in public places but in general it is seen as mysterious and awesome. A natural pool of magical ability is within everyone, with varying degrees of size and potency. It is uncommonly tapped into.

There are those select few of Mage courts with masterful knowledge of the arcane and the necromancy riddles, and there are the evil and corrupt with equal power

Let's just say magic is like IQ today. Some people have it but cannot use it, others do not possess it but work hard and are taught to use it. Etc. Etc.
