I'm actually slightly okay with this to the point I'd almost offer to be the neighboring state and it'd make sense in my history. Fuso was once a bunch of tribes who became clans who was unified by the first Emperor. Fast forward 2 hundred years and shit has gone down, the government is failing and more people have faith in their local leaders than the Emperor which causes a massive civil war that goes down for some 500 years.

If you want, you could be like a border clan that rejected the rule of the Shohu Dynasty (the current one in power) and allied/annex some neighboring clans claiming that the current Emperor is a fake.
