Well given that ethernano is in the environment and in living things and we know that the demons of Zeref's book were going to make conventional magic impossible by using FACE, it's clearly a possibility to stop magic from being used (aside from whatever the hell "charms," are). Perhaps the crystal suppresses ethernano(magical energy) in the atmosphere, making it static so no magical energy can enter the system within a given field. It'd probably require a lot of power to do that kind of thing, so it being fueled by the user is probably a no. It'd be best for negating things in tiny bursts, rather than creating a sustained field I'd imagine. Conversely, as Crimson said, it could recharge. Unless it really is a GM tool that goes "No magic because I said so," which is considerably less interesting. Also, I doubt it'd nullify magic that works specifically on a person's body. Such as shapeshifting, physical reinforcement/amplification, Takeover magic, you know things like that. After all, if it did, it could stop the magic mid-transformation and cause some...serious damage. Unless you argue that the magical energy required to change forms is what sustains/allows the transformation, in which case someone using normal shapeshifting or Takeover magic would just turn back to their original form.
