Would you guys like the idea of choosing options for a crisis or it being open to interpretation?

Like the grain shortage in Kafu for the Survaek Empire. Would you guys have liked it if it would have been two or three choices to pick from, offering prestige or GNP boosts, etc?

1. Galvo-Vatannian Union needs to fix its population, it says only 1,000,000. Then it can jump IC.
