If you have a [b]Pre-Dreadnought[/b] ([GUN: 1895 | ARM: 1895 | ENG: 1895 | RELIABILITY: 1895])

You can't modernize it. 

Now, if you have a [b]Pre-Dreadnought[/b] ([GUN: 1895 | ARM: 1895 | ENG: 1895 | RELIABILITY: 1899])

You can modernize the Reliability up to that level, but that's it.
