@Everyone Since there are possibly 4 prisoners per cell, who wants to be in the same cell as Manuel, the guy who's been in the joint for over four years and a decorated veteran of the meta fighting arena? His power is extreme regeneration, and he's a walking mountain of muscle. He faced off against many meta-prisoners in duels over the years and has much combat experience. He doesn't belong to any faction, but he's a well-known prisoner himself, who looks after his "people", the few that manage to stick around and keep him calm.

* A question for the GM - can I assume that Manuel is used frequently in the arena to test out new metas, because of his meta ability? Can I also assume that because of that, Manuel has some renown and influence in the prison, extensive combat experience and possibly the first meta most new inmates encounter in the facility (when they're tested in the arena)?
