In an Alternate Universe version of The Legend of Korra, Korra died at the end of season 3 when Zaheer poisons her.  P'li wasn't killed in the previous battle, and managed to escape.  In the battle after Korra is poisoned, the Red Lotus win and the others are forced to flee.  With no Avatar to stop him, Zaheer escapes and kills all of the world leaders and chaos ensues.  Soon new leaders start to arise, including Kuvira, who raises an army and conquers much of the former Earth Kingdom.  Zaofu becomes its own nation-state, and people from around the world flee to all corners of the planet to try and find some peace away from all of the gangs and other criminals.

It has been twenty-one years since the Avatar died and, in the chaos the White Lotus were unable to find her replacement.  Without an Avatar to restore balance the White Lotus raised an army to fight them.  They don't care who you are as long as you can fight.  The Red Lotus must be stopped and the world must be restored to order.

United Republic: A new President was elected, and a council was formed to deal with the day-to-day affairs of the nation.  The military stepped up recruitment, especially among Benders, and the Governmental Security Force was formed to protect government buildings and various politicians.
Fire Nation: When Fire Lord Izumi was assassinated her son, Iroh, returned to the Fire nation and became the new Fire Lord.  His time in the New Republic had changed his views on government, however, so he formed a council of Leaders, chosen by a vote of the people, and gave them the power to create laws and try criminals.  He remained the leader of the military and police forces, however.  When he heard of the New Republic's GSF, he formed his own as well, to protect the leaders and himself.
Northern Water Tribe: When the siblings died, the nobles decided that they needed to form a council to select a new Chief.  No one was willing to accept the position, however, with the threat of assassination hanging over them, so the council began to rule the nation instead.  Soon the people demanded that the common people have a say in the government and, when the nobles of the council denied them, the most prominent member of the council was found frozen to death in his quarters, encased in ice.  They quickly held elections and, after the elections were over, only three of the thirteen seats were taken by nobles.  The council still rules the Northern Water tribe, but they have drastically stepped up security, especially around the spirit portal and the docks.
Southern Water Tribe:  After Tonraq's death, the nation became divided.  Various factions fought for the city and, in time, they were forced, by the sheer number of deaths, to form a council in which the number of seats each faction had was proportional to the number of people in each faction.  Various factions chose their representatives in various ways.
Earth Kingdom: With no heir apparent, the nation fell apart.  Kuvira stepped up to bring order to the chaos and, with the army she formed, began creating the Earth Empire.  She refused to hand over the kingdom to the former Queen's nearest relative, Prince Wu, and turned even more violent, attacking any former Earth Kingdom state that refused to join her, including Zaofu.

The United Kingdoms Treaty: After her attack failed, due to Republic City support, Lin Bei Fong and her twin sons launched a mission into Earth Empire territory to find a way to stop her.  They rescued an industrialist and scientist named Varrick.  He told them about a new super weapon he had been forced to build for the Earth Empire.  Though he didn't want to, he gave the technology to Zaofu and the New Republic, and when Kuvira attacked Republic city a few weeks later with a giant Mecha with a Spirit Energy cannon, they destroyed it with the prototype.  Kuvira and the other world leaders were quick to come to the table with a treaty banning the use of spirit beam weapons in war.  Kuvira signed it, though many suspect that she was less than genuine about it.  After that the nations agreed to form a council to help relations between the nations.  One representative each is sent to an island off the coast of the New Republic.  The council cannot prevent war between the nations, but it can help smooth relations between them.
