She was on really good terms with the other world leaders and would have probably tried forming an alliance instead, but, now that I think about it, Zaheer would have killed her.  Let's say that her son, General Iro, returned to the fire nation and became the new fire lord.  He then formed a treaty with the other nations which, among other things, eventually banned the use of spirit beam weapons and formed something like our UN.

I'll add a bit about the spirit weapons and UN to the OP so that the world's views on them are more clear.
