Was thinking along the lines of an ex-hacker who is now semi-voluntarily employed to counter-hack. Semi-voluntary, because it was to do this or be imprisoned(?). Basically, find the sources of hacking, and trace it back to the original user(s), to allow those who are hacking to be caught.
Due to the importance of Deep Ground in this society, "Ex-Hackers" aren't just given a slap on the wrist, even if you're a teen. It'll be the equivalent of forging official government records. A federal crime. Counter-Hackers are hired, and they're Moderators. But if you have already been caught for hacking you're treated as a criminal and, at best, are a consultant. You'd still be removed from the Deep Ground system and would be treated as a federal criminal even if you cooperate, simply with more liberties. If this is okay with you, we can work something out.
