Organized crime. It's not just skin color, you see it with wealth, too. There was a case in Texas where a woman who was white, educated, and well off who also happened to favor the combination of Ambian and wine. She drove under the influence and ran off the road, hitting and killing a mother and her baby. Then there is the recent "affluenza" case that allowed a 16 year old who killed four people when he was 3x the legal limit to go to a posh rehab place that costs about half a million a year that his parents will pay for rather than to juvenile detention. Their argument was partially based on the fact that the kid was spoiled and was raised to get everything he wanted and never had any consequences thus rendering him unable to make good judgement. If that's the case, the punishment is just enabling him again. There are many cases where it seems as if having money vs not having money is the only difference and the punishments reflect that.
