The thing though Sep is you have to remember Tony Stark just got his arm mashed in by Mjolnir.  So his thought process is already on making sure 2.0 has a much stronger system to combat those kinds of forces.  Aka the buster mod.  So while he might not be thinking powerful enough for Hulk he is thinking much more power.
