Just curious, but what exactly would be the "Mood" of this RP? Cause when I heard magical girl the first thing I thought of was Puella Magi Madoka Magica, shortly followed by the thought "I wonder who'll get the cards from the ones who drop". I don't mean to try to make the setting Grimdark or anything, though it'll help me figure out if I should go the "We're basically Power Rangers" mentality or "Oh fuck this isn't how I wanted it" deconstruction of being a magical girl.
