Me and a mate have theorized that these guys are the standard Imperial Army (not the elite). As they show up whenever the Rebels have hit a soft target and before the Stormies get involved. They also have the same helmet at cadets, at first I thought they could be some incarnation of Scout Troopers. Though the same helmets are worn by the Cadets and the pilots of the AT-DP...

And they can't just be pilots as the pilots in the AT-AT wear the standard helmets we know and love for walker pilots.[/hider]
